D people avid Douglas, of Douglas Fruit Company, Pasco, has been elected chair of the Washington Apple Commission for 2013-2014. He succeeds Mark Zirkle of Selah. Barbara Walkenhauer, chief financial officer at David Douglas Larson Fruit Company in Selah, is vice chair. At their annual meeting this spring, Apple Commission board members reappointed Brent Milne and Tom Butler as their representatives to the Washington Tree Fruit Research Commission for a further three-year term. Milne, assistant manager for company orchards at McDougall & Sons, Wenatchee, has served on the Research Commission since 2004. Butler, a field horticulturist for Washington Fruit and Produce Company in Yakima, has been on the Research Commission since 1998. A ttorney and orchardist Dale Foreman has been named the 2013 Apple Citizen of the Year by the Washington State Apple Blossom Festival. Foreman and his family operate Foreman Fruit and Land Company in Wenatchee, Washington, and farm more than 2,000 acres of apples, pears, and cherries in central Washington. Involved in the operation are his daughter Mari and her husband, Alan Groff; daughter Ann and her husband, Kyle Hendrickson; and son James and his wife, Allison. Foreman grew up in Seattle. After graduating from Harvard Law School in 1975, he moved with his wife, Gail, to Wenatchee to practice law. He served as a representative in the Washington State legislature, chaired the Washington State Republican Party, and has been a member of the Republican National Committee. In 1996, he ran unsuccessfully for governor of Washington. He served as a board member of the Washington Apple Commission from 2001 to 2013 and was chair in 2009-2010. He has also been a trustee of the U.S. Apple Association and was chair last year. Foreman will ride in the Stemilt Growers Grand Parade in Wenatchee on May 4. He began working for the department in 1969 as a potato inspector in Kennewick. Quigley is succeeded by Cameron Crump, who joined the department in 2011 as an international trade specialist, helping companies with export training and introducing them to potential buyers. She represents the department on the boards of the Washington Apple Commission and Washington Potato Commission. She was selected as administrator of the Fruit and Vegetable Inspection Program through a competitive process that included internal and external candidates. The program inspects seven commodities—cherries, apples, pears, peaches, potatoes, asparagus, and onions—to verify that they meet standards for quality, size, labeling, condition, and contract specifications. The department normally employs about 160 inspectors and office staff, increasing to 275 during peak harvest periods. Scholarships offered T he Washington Wine Industry Foundation is offering scholarships totaling more than $18,000 for students interested in viticulture or enology. The scholarships are available to high school seniors and college students for the 2013-2014 academic year. Applicants must be enrolled or planning to enroll in a viticulture or enology program at a college or university. Scholarship applications must be postmarked by June 1. Three different sets of scholarships will be distributed by the foundation: • Horse Heaven Hills Wine Growers Scholarship—$1,500 to a student who lives in Yakima, Benton, or Klickitat counties • Walter J. Clore Scholarships—range from $500 to $2,000 • S.W.
