Oil Heat Cares began in 2005 and has helped many people and organizations get new oil-heating appliances. Young people who are enrolled in tech schools have had an opportunity to work with our members on projects. For example, the Susquehanna Valley, Pioneer Valley and New York City Chapters have part- nered with students and instructors. It has been a great learning experience. Students learn about technical aspects of the job while giving back to people in their communities. At the same time, ServoPro (Western Essex and Central Union Counties, NJ) donated four tickets to a Jets game next season.The raffle raised MARCH 2011 | FUEL OIL NEWS | www.fueloilnews.com OMA: PROPOSED EMISSIONS LIMITS THREATEN SALES OF FUEL OIL EQUIPMENT The Environmental Protection Agency (EPA) on June 4, 2010 proposed new air emission standards for commercial, institutional, and industrial oil burn- ers that could seriously restrict the sales of new oil heating equipment, according to a technical summary delivered by John E. Batey to the Oil Manufacturers Association. The proposed rule limits PM and CO emissions. Modern oil burners easily meet the new PM limits, Batey reported, adding that work by Brookhaven and OMA in 1996, demonstrating oil’s low PM emissions, was accepted by the EPA. However, the proposed CO limits are not technically feasible, Batey said. Gas-fired equipment is exempt from the new rule,he noted, and the proposed CO limit is not attainable in the field by any fuel.The pro- posed limit is too low to be measured by conventional field test equipment,he added. Batey said the proposed EPA limit on CO emissions also unfairly discriminates against oil heating equipment manufacturers. Batey said he had assembled technical information in opposition to the pro- posed rule and sent it to the New York State Energy Research and Development Authority (NYSERDA). “Actions are needed immediately from a variety of agencies to prevent this ill-conceived and poorly executed proposed rule from becoming law,”he wrote.
