speaks to the challenges engineers face when designing ground source heat pumps as compared to more traditional systems. The Conference takes place June 28-July 2, Seattle, Wash. The technical program kicks off June 29, with interactive programs and a net- working coffee break, and concludes July 2. The program addresses broad topics in the application of technology to practice, specific applications in ground source heat pumps, operations and maintenance and indoor environmental quality as well as new reports on research taking place worldwide. New to the Technical Program is a track on Ground Source Heat Pumps State of the Art: Design, Performance and Research, which addresses all aspects of design that lead to optimally performing systems in addition to avoiding common pitfalls that lead to poorly performing systems. The track was organized by ASHRAE, the National Ground Water Association, the International Ground Source Heat Pump Association and the Geothermal Exchange Organization. Organizers have drawn in researchers from around the world to discuss new advances in the field so attendees have the opportunity to hear about both the latest research and state- of-the-art design practice. Court VaCates Doe FurnaCe rule On April 24, the U.S. Court of Appeals approved a joint motion to vacate a direct final rule concerning furnace efficiency standards issued by the Department of Energy in 2011 (76 Fed. Reg. 67037). In March, the American Public Gas Association, DOE, and the other par- ties filed a joint motion for vacatur in the case styled as American Public Gas Ass'n v. Department of Energy, D.C. Cir. No 11-1485. By approving this motion, the court vacated the original rule and remanded the proceeding for notice and comment rulemaking. APGA filed its petition for review with the court in December 2011 to challenge the DFR. By establishing a 90% fuel effi- ciency standard for furnaces in the north- ern region of the United States, the APGA contends DFR would have eliminated non- condensing gas furnaces from the northern region and likely driven many consumers in that region to electric furnaces.
