EDITOR’S NOTE StateWays Keeping Tabs on the Control States T his year’s theme at the NABCA Conference was “Collaboration Through Communication,” but it could just as easily have been one word: change. Political, economic, regulatory, technology and leadership changes have impacted every control jurisdiction recently. At the annual conference in Phoenix, outgoing chairman Dan Gwadosky of Maine and incoming chairman Patrick J. Stapleton of Pennsylvania both spoke about the need to keep the public and staff informed of changing legislative actions and regulations. Speakers also discussed the challenges caused by modernization, economic turmoil and possible privatization (NABCA Post-Conference Report, page 27). In response to the overwhelming amount of information available about the industry’s evolution, StateWays has created a Resources page at www.StateWays.com (found on the left-hand navigation). The site is designed to collect and filter that information in a way that’s comprehensive and user-friendly. If you’d like other states to know what you’re working on, please contact me and I’ll add your updates to the site. One state we’ll be watching closely is Oregon, the subject of the cover story (The More Things Change, page 16) and Spotlight On: column (Craft Spirits on the Rise, page 10) in this issue. A small legislative change led to a craft distilling boom in the state, with more than two dozen distilleries setting up shop in less than three years. Fortunately the agency was prepared and is encouraging the success of its local entrepreneurs. As we were working on the cover profile of Oregon, the OLCC’s longtime chairman Phil Lang announced his retirement. He’d been in that position since 1998, five years before he first appeared on the cover of StateWays for a profile of the OLCC and nearly a decade before he served as NABCA Chairman. We wish Chairman Lang well in his retirement and thank him for his many years of service to the industry.
