David Owen, NASTC president, also applauded Barletta's Safer Trucks and Buses Act and said that since CSA's launch, the program repeatedly has been shown "to be detached from reality" because of its methodol- ogy and data. "Carriers often see their CSA scores change under its relativistic scheme without the carriers experiencing any new accidents or inspections – predominately because of constantly changing peer groupings and competing carriers' inspections at any given time," Owen said.
