Last year, Roadcheck inspectors ex- amined nearly 73,500 trucks and buses during a similar three-day span. The special emphasis last year was on haz- ardous materials, or "dangerous goods" as they are called in Canada. The primary approach for inspectors is the Level 1 inspection. CVSA de- scribes that level as a 37-step procedure looking at drivers and their vehicles. FMCSA Increases Motor Carrier Civil Penalties for Violating Regulations T he Federal Motor Carrier Safety Administration (FMCSA) issued a final rule increasing most of its motor carrier civil penalties for violations of federal regulations. In an April 3 Federal Register an- nouncement, the agency said several laws require the periodic adjustments based on cost-of-living increases that caused the penalty in some cases to increase from 30% to nearly 50%. The new penalties go into effect 60 days after the announcement. "Congress has stated in the Adjust- ment Act, section 2, that increasing penalties over time will deter viola- tions," FMCSA said. "Therefore, with this deterrence, FMCSA infers that there may be some safety benefits that occur due to this final rule. The deterrence ef- fect of increasing penalties, which Con- gress has recognized, cannot be reliably quantified into safety benefits, however." Some examples: The per-day penalty for operating a commercial vehicle by a driver during the period the driver was placed out of service will increase to $3100 from $2100. Knowingly falsify- ing records will jump to $11,000 from $10,000. Carrier financial responsibility violations will rise to $21,000 from $16,000. Lead Regulations Targeted in EPA Public Meeting The U.S. Environmental Protection Agency hosted a public meeting on April 14 to hear comments on potential revisions to regulations implementing Section 1417 of the Safe Drinking Water Act concerning the prohibition of lead pipes, solder, and flux. The regulations are part of the Safe Drinking Water Act and include amend- ments made through the Reduction of Lead in Drinking Water Act of 2011 and the Community Fire Safety Act of 2013. EPA representatives discussed potential changes to labeling and compliance for products sold as lead-free and heard from industry, trade groups, and non- profits in attendance. If the EPA decides to proceed with new regulations, a no- tice of proposed rulemaking would not be issued until 2016. DOE Proposes First-Ever Standards for Commercial and Industrial Pumps N ew energy conservation rules for pumps to move clean water were proposed on April 2 by the U.S. Depart- ment of Energy's Office of Energy Efficiency and Renewable Energy. Currently no energy efficiency standards for pumps exist.
