It also de- livered the flexible leaf loosening and moisturizing system jointly developed with Hauni Maschinenbau AG. Furthermore, CTMG started talks on joint production of the M5 cigarette-making machine and entered negotiations with a number of Italian enterprises in order to introduce technologies used in making compound plug-wrapping machines and cooperate in the development of crucial equipment and technology for tobacco leaf cutting. While actively introducing technologies from overseas, CTMG adhered to a "two- track approach", striving to establish a system of technological progress for the domestic production of advanced tobacco machinery, and continuing to develop its own indepen- dent research and development capacity. In 2013, CTMG began construction of a "com- prehensive distribution technology center", to make possible the use, on a unified basis, the technological resources of the center and the production capacity of enterprises – in which HongyunHonghe takes a controlling stake – to enable the KDF4 plug-wrapping unit to make test runs at different locations under a unified design umbrella. Additionally, in recent years, CTMG continuously developed all-round multichannel and multiform technological cooperation with various partners both within and outside of the tobacco industry. Within the industry, it closely followed technology development trends and techniques for cigarette production, and has been swift in responding to the demand of tobacco manufacturing enterprises for the supply of individualized equip- ment in the forms of joint research and development. As for its connections outside the tobacco industry, it established long-term cooperation with universities and research institutions, including the prestigious Qinghua University. It also entered into a coopera- tion agreement with Siemens China in researching and developing specialized tempera- ture control systems. Shift of service assurance patterns Level of service is a leading index for measuring the comprehensive capacity and guar- anteeing the capacity of tobacco machinery manufacturers. Focusing on "active devel- opment of door-to-door service in an all-round way", CTMG managed to standardize and systematize its customer service, improve its service assurance patterns, and shift from the pattern of production-manufacturing to the pattern of service-manufacturing in 2013. CTMG has centralized marketing resources from all its affiliated enterprises into a "comprehensive marketing center" at the group corporate level. Corporate staff, along with those of tobacco leaf threshing and re-drying companies, visited all of China To- bacco Machinery Group's 18 regional companies and the 13 provincial tobacco corpora- tions to monitor the situation with production equipment of the tobacco industry, and to become acquainted with the technological development and market trends. In efforts to further improve their market service assurance patterns, all tobacco ma- chinery manufacturing enterprises in China took the initiative to become deeply involved in technological transformation projects. For example, in the process of technological transformation or relocation of cigarette factories in Ningbo, Hangzhou, Zhengzhou, Xuchang and other cities, tobacco machinery manufacturing enterprises have established exclusive one-on-one taskforces to conduct whole-process follow-up monitoring of the delivery, debugging, and after-sales service of tobacco machinery manufactured by them. Promotion of production, organization and management to higher levels In 2013, CTMG, in accordance with the requirement of the State Tobacco Monopoly Administration (STMA) for launching operations of "first-rate management", strength- ened its basic management and brought its costs and expenditures under strict control with coordinated production and lean manufacturing at its core, upgrading the structure "In 2013, China Tobacco Machinery Group began construction of a 'comprehensive distribution technology center'"
