For the past eight years, Lyboldt has served as senior vice president of dealer services for the National Automobile Dealers Association. Before that, he spent 17 years as president and CEO of the Rochester (N.Y.) Automobile Dealers Association. • ABF Logistics acquired Bear Transportation Services, a private nonas- set truckload brokerage firm based in Plano, Texas, for $26 million. Bear has 140 employees, and the company has about $120 million in annual revenue. The Bear acquisition complements ABF's previous purchase of Oklahoma City-based Smart Lines Transportation Group last January. • FedEx Corp.'s proposed $4.8 billion acquisition of European-based TNT Express was approved by the Federal Trade Commission. Amsterdam/Hoofddorp will be the European regional headquarters of the combined companies, and TNT Express' hub in Liege, Belgium, also will remain a significant location for the group going forward. UPS withdrew an offer to purchase TNT in 2013 after the European Commission prohibited the proposed acquisition. FedEx announced its intent to pursue TNT last April. • Atlantic and Pacific Freightways applied for an exemption from the Federal Motor Carrier Safety Administration's regula- tion requiring carriers to obtain updated motor vehicle records of drivers when they undergo new medical examinations. The rule requires drivers to be medically re-examined every two years, after which carriers must obtain an updated MVR from the state within 15 days. While some carri- ers including A&P have third-party agents obtain the updated MVRs, a few states won't provide the updated MVRs to third parties, making it difficult to comply with the timeframe. • The Oregon Department of Transportation requested an exemption from FMCSA's requirement that a commer- cial learner's permit be valid for no more than 180 days after it is issued, after which the issuing state has the option to renew the permit for an additional 180 days with- out requiring the permit holder to retake the tests. ODOT is requesting to extend the 180-day timeline to one year, saying the requirement to renew the permit at six months seems unnecessary. • More than 60 Port of Metro Vancouver truckers received a total of $152,140 from Columbia Containers, AC Transport and Amalgamated Transport Systems after authorities concluded the carriers had not complied with a pay agreement reached between British Columbia and PMV.
