The intent is to enforce hours-of-service regulations and to reduce driver fatigue and paperwork for motor carriers and drivers. The rule, which will take effect two years after publication in the Federal Register, details new technical specifi- cations for electronic recording devices that address statutory requirements; mandates use of these devices for all drivers currently using records of duty status; clarifies supporting document requirements; and adopts procedural and technical provisions focused on prevent- ing harassment of drivers. To read the rule (516 pages), visit www.fmcsa.dot.gov/hours-service/elds/ electronic-logging-devices-and-hours- service-supporting-documents. The rule permits the use of smart- phones and other wireless devices as electronic recording devices as long as they satisfy technical specifications, are certified, and are publicly listed by the agency. The National Ground Water Associa- tion will offer a webinar in the near fu- ture to address the rule's ramifications to the water well industry. There are a number of related GSHP standards, guidelines, and best practices available, but stakeholders identified the need for standardization through a neu- tral third party accredited process for the design and installation of ground source heat pump systems as a priority. ANSI/CSA C448-2016 has been de- veloped by subject-matter-experts from across North America with a vision to harmonize the differences between ex- isting resources, simplify referencing in regulations and contracts, incorporate the latest advancements, clarify compli- ance using standards language, and pro- vide credibility through an accredited neutral standards development process. CSA Group's binational committee members included leaders from industry trade and professional associations— including NGWA— as well as utilities, drillers, installers, manufacturers, regulators, designers/engineers, and researchers/academia. With a performance-based approach, the best practices and requirement from NEWS continues on page 14 12 March 2016 WWJ waterwelljournal.com
