POSITIVE IN 2017
EVERY CONTROL AGENCY FACES THE
same challenge: balancing the needs of various
constituencies, some more powerful than others.
Beverage alcohol control provides tax revenue,
consumer education and enforcement program
funding, but it's also (incorrectly) seen by some as
an outdated, anti-free market system that creates
higher prices while limiting selection.
It's the job of control state administrators to
showcase the best of their agency's work, and
implement innovative solutions, to dispel the
negative stereotypes of a control system. The Mis-
sissippi ABC is fi ghting every day to improve its
operations and public image, despite limited fund-
ing and support. Department of Revenue Commissioner Herb Frierson is improving
communications, staffi ng, warehouse technology and other aspects of the agency's
operations (see page 12), in a state with tight fi scal restraints and a complex patch-
work of alcohol consumption laws that vary by county and city.
StateWays provides many opportunities for agencies to highlight the benefi ts
of control. The third-annual Best Practices Awards will begin accepting entries in
March, the September/October issue will feature responsible consumption programs,
and we'll continue to profi le agencies doing good work throughout the year.
But there's no need to wait for those opportunities – if your organization has a
story to share, let me know. When it comes to sharing positive information with
consumers, taxpayers, legislators and other constituents, there's no such thing as
too much.
