February 2017 | Overdrive | 17 Four groups have partnered in pe- titioning the Federal Motor Carrier Safety Administration to halt the im- plementation of its entry-level driver training rule until the agency restores the requirement that driver trainees perform 30 hours of behind-the- wheel training prior to receiving their commercial driver's license. The Owner-Operator Indepen- dent Drivers Association and three safety advocacy groups fi led the petition Dec. 21. FMCSA released the fi nal rule Dec. 7. The driver training rule, scheduled to take eff ect in 2020, sets a core classroom curriculum required for driver trainees and calls for the agen- cy to establish a registry of driver trainers that CDL seekers must use for their training. FMCSA's proposed rule required a minimum of 30 hours of behind-the- wheel training, split between course time and on-road time. The fi nal rule dropped that requirement and instead sets a profi ciency standard to be determined by each trainer. OOIDA's petition was joined by the Advocates for Highway and Auto Safety, the Truck Safety Coalition and Citizens for Reliable and Safe Highways. Groups petition for minimum driver training time ARIZONA ROAD CREWS working on a rock fall mitiga- tion project along westbound Interstate 40 near Joseph City have reduced a section at mile marker 279 to one lane through March. Roadwork hours are 7 a.m.-5 p.m. Monday-Friday. A TRUCKING COMPANY owner was arrested and charged with having more than $1 million in unpaid tolls and administrative fees over a 13-month period. An investiga- tion into a delinquent E-Z Pass account showed that Lester Morales, owner of Little Ferry, N.J.-based EAB Transport/Do It Right Trucking, had about 100 trucks going through tolls more than 100 times each day. Police caught Morales at New- ark Airport before he boarded a fl ight to Aruba.
