February 2017 | Overdrive | 21 LOGBOOK The U.S. Environmental Protection Agency in late December responded to petitions fi led by 20 state and local government agencies and other organizations seeking tighter mandates to reduce nitrogen oxide emissions from commercial trucks. It has been 16 years since EPA last revised its NOx standards for heavy-duty highway engines. The peti- tioners, including the Cali- fornia Air Resources Board, claim newer technologies can further reduce emissions. In its response, EPA says it recognizes "a need for additional NOx reductions from this category of vehicles and engines, par- ticularly in areas of the country with elevated levels of air pollution." EPA says it intends to issue a notice of proposed rulemaking for tighter standards aimed at model year 2024. Roadway work-relat- ed fatalities were up 9 percent in 2015 over 2014 to 1,264, and 629 of those fatalities involved a heavy-duty truck. AFTER THE UNIFIED REGISTRATION SYSTEM was delayed indefi nitely in De- cember, the Federal Motor Carrier Safe- ty Administration on Jan. 17 published a fi nal rule to implement the system, then suspended it until the technology to implement the URS is complete. A FORMER Pennsylvania chiroprac- tor who was arrested and charged with wire fraud, false statements and aggravated identity theft was issued a suspension notice and a proposed debarment by the Federal Motor Carrier Safety Administration. After the state suspended Joann Wingate's chiroprac- tic license in 2013, she allegedly contin- ued to perform medical exams on CDL holders and falsifi ed medical examiner's certifi cates by using a licensed doctor's credentials.
