Logbook 14 | Overdrive | April 2018 Enforcers began issuing out-of-service orders on April 1 to drivers found in violation of the electronic logging device mandate. In lieu of that, the Federal Motor Carrier Safety Admin- istration detailed the out-of-service and return-to-duty status procedures for those so aected. Truckers were required to begin using an ELD by Dec. 18, 2017, to record their duty status. However, the Commercial Vehicle Safety Alliance, which manages truck enforcement procedures, announced last year it wouldn't begin issuing ELD-related out-of-service orders until April 1. FMCSA also said it wouldn't ding carriers' Compliance, Safety, Ac- countability scores for ELD violations during that period. Now, however, truckers cited for ELD noncompliance will be placed out of service for 10 hours. "Just the same as a driver who previous- ly didn't have a paper log," said Joe DeLorenzo, FMCSA's head of compliance and enforcement. "Once that 10-hour period is up, assuming the driver has at least a paper log, we're going to proide exibility for that drier to proceed to their nal destination and deliver their load." After returning to duty, the driver must "be compliant with the ELD rule before being dispatched on their next trip eoreno said. Since Dec. 18, inspectors have been noting ELD violations on inspection reports despite the soft enforcement period, DeLorenzo said. "Of all inspections, only 4 percent [of inspected drivers] have been cited for not having an ELD when required to," he said. – James Jaillet ELD violations now merit out-of-service A bill led arch in the .S. House would allow drivers under 21 years old to operate interstate. Currently, federal law restricts inter- state trucking to commercial driver's license holders 21 years and older. However, most states allow drivers 18 or 19 and older to operate intrastate. The DRIVE Act, supported by the American Trucking Associations, would allow drivers 18 and older to operate across state lines if they meet certain training requirements — at least 400 hours of on-duty time and 240 hours of driving time, both with an experienced drier trainer. Training would be restrict- ed to trucks equipped with active braking systems, video monitoring systems and speed limiters set to 65 mph or slower. – James Jaillet Bill would allow younger truckers As of April 1, truckers cited for ELD noncompli- ance will be placed out of service for 10 hours. PILOT FLYING J opened travel center locations in Summerville, South Carolina; Ste. Agathe, Manitoba; Suffolk, Virginia; and Falfurrias, Texas. The Summerville facility has PJ Fresh, Wendy's, Dunkin Donuts and 49 parking spaces. The Ste. Agathe location has 34 parking spots. The Suffolk facility has Dunkin Donuts and 17 parking spaces. The Falfurrias location has Dunkin Donuts and 54 parking spaces. LOVE'S TRAVEL STOPS opened locations in Denton, Texas; Eliza- bethtown, Kentucky; and Capac, Michigan. The Denton facility has a Subway, Wendy's, Godfather's and 85 parking spaces. The Elizabethtown stop has an Arby's and 63 parking spaces. The Capac location has a Chester's Chick- en, McDonald's and 104 parking spaces. GEORGIA DOT is in the planning stages for trucks-only lanes south of Atlanta on Interstate 75 to reduce freight congestion. The preliminary proposal has the barrier-separated lanes going northbound from the I-75/I-475 interchange near Macon to the McDonough area just south of Atlanta. UBER FREIGHT last month rolled out a new rewards program aimed at helping carriers in its network reduce operating costs. The Uber Freight Plus program includes fuel and maintenance discounts, discounts on cell phone plans and rebates on equipment acquisition. OVERDRIVE PARENT COMPANY Randall-Reilly has acquired Smart Rhino Labs, which offers truck driver recruiting services. The Salt Lake City-based company oper- ates a network of 25 job boards.
