April 2018 | Overdrive | 15 Truckers hauling livestock and agricultural commodities have received further reprieve from the federal government's elec- tronic logging device mandate. Under new waivers issued in March, livestock haulers will have until Sept. 30 to adopt an ELD, and agriculture haulers will have until June 18 to comply. A $1.3 trillion spending bill passed by Congress and signed by President Trump in late March exempts livestock and insect haulers from the ELD mandate through the end of September. The bill's passage came a week after the Federal Motor Carrier Safety Adminis- tration announced that truckers hauling agricultural commod- ities had received another 90- day waiver, to June 18, to switch from paper logs. The agency said it decided to provide agriculture haulers an additional 90 days to comply so it can "continue to work on outreach and communication with the agriculture community so they have the fullest under- standing of the rule and regu- lations," said Joe DeLorenzo, FMCSA head of enforcement. Drivers covered by the waivers include those who haul "any agricultural commodity, nonprocessed food feed ber or livestock," according to the agen- cy's original December waiver. The waivers apply to all drivers hauling those loads regardless of their distance traveled or whether they cross state lines. The waiver does not alter hours of service regulations for livestock and agriculture haul- ers. Drivers operating under the waiver must have a copy with them.
