24 | Overdrive | June 2018 Logbook Five truck drivers have been named Citizen Drivers by TravelCenters of America, an honor that brings with it a TA-Petro location named after each of them. The Citizen Driver program is meant to honor truckers for their trucking careers, along with their demonstration of good citizenship, safety, community involvement and leadership. The 2018 TA-Petro Citizen Drivers and their truck stop locations: • Roland Bolduc – TA Branford, Connecticut: "Roland Bolduc Branford Travel Center" • Ingrid R. Brown – Petro Oklahoma City: "Ingrid R. Brown Oklahoma City Stopping Center" • Danny and Cindy George – TA Wheat Ridge, Colorado: "Danny and Cindy George Wheat Ridge Travel Center" • Carol Wolder-Nixon – TA North Bend, Washington: "Carol Wolder-Nixon North Bend Travel Center" With this group of Citizen Drivers, there are now 28 TA or Petro locations named for truckers. The 2019 Citizen Driver nomination form and rules will be posted online in June. FMCSA allows after-hours move to park while loaded The Federal Motor Carrier Safety Administration finalized changes to guidance around the 150-air-mile-radius agriculture hours of service exemption and use of the personal conveyance provision. Both proposed changes were put forward ahead of the Dec. 18 compli- ance deadline for the agency's electronic logging device mandate and pitched as providing clarity and additional flexibility for drivers. The new interpretation of when it is legal to use a truck for personal convey- ance allows use whether the truck is load- ed or not. Perhaps more significantly, the guidance answers a common question of whether it's appropriate to use personal conveyance status to get to a safe parking spot or rest location after hours are ex- hausted by a shipper or receiver. "The movement from a shipper or receiver to the nearest safe resting area may be identified as personal convey- ance," text of the clarification reads, "re- gardless of whether the driver exhausted his or her hours of service, as long as the CMV is being moved solely to enable the driver to obtain the required rest at a safe location." Personal conveyance used this way should be annotated in the log. Personal conveyance also is newly allowed when a safety official requires a driver to move during an off-duty period. Such a use should be "no farther than the nearest reasonable and safe area to complete the rest period," the text reads. Regarding the 150-air-mile-radius exemption, FMCSA clarified the defi- nition of the radius as extending from the commodity's source. Haulers using the exemption but who extend beyond the radius would not need to start hours recording until they reached the edge of the radius, the agency said. Such drivers returning empty can stop hours record- ing upon re-entering the radius. – Todd Dills HELP INC. announced new PrePass sites in Indiana, Seymour northbound I-65; Michigan, Grass Lake eastbound and westbound I-94, Pontiac southbound I-75; Montana, Ramsay eastbound I-90; North Carolina, Charlotte southbound I-85, Gaston County northbound I-85, Mt. DRIVEWYZE PRECLEAR weigh station bypass now is available at five new Idado sites: Huetter, I-90 eastbound; Inkom, I-15 northbound and southbound, and Lewiston, U.S. 95 north- bound and southbound. LOVE'S TRAVEL STOPS opened new 24/7 locations in Cotton County, Oklahoma; Belen, New Mexico; Boyce, Louisiana; Hanson, Kentucky; and Lufkin, Texas. The Cotton County facility on I-44 has a Subway, the Belen store on I-25 has an Arby's and a Love's Truck Tire Care center, the Boyce location on I-49 has an Arby's and a Love's Truck Tire Care center, the Hanson facility on I-69 has a Hardee's, and the Lufkin store on U.S. 59 has an Arby's and a Love's Truck Tire Care center. TWO SOUTH DAKOTA rest ar- eas – one on Interstate 29 near Wilmot and the other on I-29 near Vermillion – will be closed until early 2019 for reconstruc- tion projects.
