56 • JUNE 2019 • WORLD FENCE NEWS Fence for residential swimming pool • Regulations for private swim- ming pool fence construction shall be regulated by the currently adopted In- ternational Residential Code. • Public and semiprivate swim- ming pools shall comply with the re- quirements of State law. Brigham City, Utah Why build a fence? Fences are built for many reasons. The most popular being to create pri- vacy in the rear yard of a residence. Other reasons are to delineate proper- ty lines, decorate the property or con- tain pets. Whatever the reason, fences add value and security to your home. Is a permit required from the City to build a fence and if so what do I submit? All residential fences over three feet and commercial fences over six feet high require a permit. A permit may be obtained through the Commu- nity Development Department at no charge for residential fences. This may be obtained by the property owner or the licensed con- tractor who is constructing the fence. A simple plot plan should be submit- ted showing the area of the yard to be fenced and the heights of the fence material. What restrictions are placed on the fence and locations? The fence must be located on your property (special allowances are made for the front yard fences on City property). Fencing guideline for corner lot and interior lot What is a clear view triangle? This is an area at intersections (streets and driveways) that must re- main unobstructed for a height of three feet to seven feet above the ground. Contact the Inspection Department if you need assistance in measuring or marking this area. You are responsible to verify property lines and ensure that the fence does not encroach onto city or other private property without proper consent. Property lines fronting on the street vary throughout the city. The sidewalk is not a reliable in- dication of your property line. Also, please be aware of clear view triangles and that your neighbor's driveway can affect the height and location of your fence. According to the report, Using Technology to Improve Risk Manage- ment in Construction SmartMarket Insight, nearly three-quarters of re- spondents believe IoT will help them control occupational risks, and about half expect it to reduce risks to the public, as well as financial risks and those related to property damage and construction defects. The study found that the top mo- tivator for adopting IoT technology is the possibility of lowering insurance premiums (67 percent), followed by recovering lost time due to incidents and winning more work because of a strong safety record. "These findings are encouraging and confirm what we've suspected: that contractors and insurers alike see the value in leveraging IoT technolo- gies to help collect, analyze and act on risk management data," said Pete Schermerhorn, president and CEO, Triax Technologies. "Contractors are often a skeptical audience, keeping a close eye on the bottom line," says Steve Jones, senior director of industry insights research at Dodge Data & Analytics. "But when they see something that will improve their projects and their profitability, they embrace it. Their enthusiasm for IoT technologies suggests that we may see the project jobsite become much smarter in the next few years." Respondents report that they are actively collecting key data, and more important, using the insights to fur- ther their safety and risk practices, Jones noted. More than half of the participants report that they digitally gather (54 percent) or analyze data (59 percent), while 77 percent report that they act upon key safety and risk insights. However, the study revealed bud- getary challenges to tech adoption. Only 10 percent of contractors report a dedicated innovation budget and when it comes to funding new risk-re- ducing technologies, most contractors either plan to absorb the costs in antic- ipation of long-term gains (44 percent) or pass on the costs (32 percent). "These findings highlight an im- portant opportunity to shift the indus- try towards reliance on objective, em- pirical data," said Schermerhorn. "The ability to measure risk is fundamental to managing it, espe- cially in the fast-moving construction environment. It's essential that con- tractors dedicate budget and resources to unlock actionable safety and risk insights that can drive improvement in these areas," Schermerhorn added. As part of the study, in-depth interviews were conducted with in- surers, who agreed that real-time site monitoring can have a high level of potential for reducing risk onsite but that reductions to contractors' premi- ums based on technology adoption are unlikely until there is enough actuar- ial data on the impact of those tech- nologies. However, instituting a cost-shar- ing program with clients for specific technologies was raised as a possi- bility, as well as potential savings that contractors could realize from reduced deductible costs and fewer claims.
