CALM, Cool and Collected Early in 2010, the LAX Development Team, led by Roger Johnson, deputy executive director of Los Angeles World Airports (LAWA), spearheaded a plan to prepare for the "impending storm" of construction projects throughout the airport facilities. "It was evident to everyone in the planning stages that a taskforce was needed to deal with the large, complex construction activities that would commence in a space-constrained, major-airport hub," says Johnson. With this foresight, he tasked Luci Woodard, vice president of Parsons Corp., to develop a plan to alleviate construction-related impacts to passengers and tenants. For example, in Terminal 6, one of the nine terminals that comprise LAX, there were 25 separate construction projects planned with 84 different contractors slated to be working in a fully functional airport environment. Therefore, Woodard formed the Coordination and Logistics Management (CALM) Team, the central point of communication for all construction activity throughout LAX. It's tasked with compiling and notifying all LAWA divisions of impending construction-related work, including Airport Police, Commercial Development Group, IT, Planning, the Airport Development Team, Facilities Maintenance and Airport Operations. The CALM Team attends all project-planning and coordination meetings throughout the airport and organizes all project schedules and locations through three important tools: a construction bulletin, a master schedule and a GIS database broadcast internally to all airport officials. The team tracks all construction projects at the program-management level, from the start of design through construction phases until completion. The CALM Team's major goal is to notify all respective parties of any potential space/time conflicts. The CALM concept could be applied to any airport/ infrastructure environment where construction activity is scheduled to take place with existing passengers in a fully functional facility. CALMShare GIS Setup With the onslaught of construction-related activity, the CALM GIS Team developed a SharePoint GIS to notify all LAWA employees of the impending construction activity throughout the Central Terminal Area. The CALM Team didn't have the luxury of developing a long, drawn-out "needs assessment"; the construction projects were well underway, and time was of the essence.
