For instance, America pro- posed development plans for smart manufacturing (SM) enabled by industrial internet and new gen- eration robots, while Germany released the Indus- try 4.0 plan, aiming to enhance its manufacturing competitiveness through smart manufacturing. As a major manufacturing country, China has also proposed a "two-step" plan in the 14th Five Year Plan for the Development of Smart Manufacturing. Firstly, by 2025, most manufacturing enterprises above the designated size will realize digital net- working, and key industry backbone enterprises will initially apply smart manufacturing Secondly, by 2035, manufacturing enterprises above the des- ignated size will fully popularize digital network- ing, and key industry backbone enterprises will basically achieve SM. The Chinese tobacco industry has accumulat- ed rich practical experience in the application of automation and information systems. Combined with an integrated overall architecture as well as smooth and effective command and information transmission, all of these form a solid foundation for promoting smart manufacturing and building smart factories. The smart manufacturing of cigarette factories is to use emerging technologies such as big data, IoT, and mobile internet to build a full supply chain production management ecosystem, achiev- ing a transformation of the manufacturing process being "market-oriented target-driven, collabora- tive operation, refined management, smart con- trol, and parameterized processing".
