The duty on tea grown in China is 152.5%. The European Union tariffs are 20%. The UK pays 10%. Charges Are Not Reciprocal On April 2, at the White House Rose Garden, Trump held high a large placard listing "charges" that he recited, as in: "India charg- es the US 52%." Pressed to explain how the charges were calcu- lated, administration officials stated that the charges are based on tariffs, value-added taxes, fees, and the administration's assess- ment of practices that increase the cost of trade for US exporters, such as currency manipulation. Though often framed as "reciprocal," they are primarily driv- en by bilateral trade deficits rather than parity in tariff schedules.
