Investigators launched the case after identifying suspi- cious container movements at the Port of Genoa in Italy's Liguria region. Evidence showed that shipments declared as originating from Armenia, Dubai (UAE), and Spain entered Italy through Genoa using routes designed to avoid customs checks. These routes passed through countries including Georgia, Kenya, the Netherlands, and Turkey to obscure the goods' origin. The organization built a network of associates across multiple countries, with the tobacco ultimately intended for black markets in several European destinations. Authorities allege that a company in the Genoa area handled customs notifications to reduce the likelihood of inspections. The same company provided warehouse space in the province of Alessandria, near the port, where operators unloaded and stored shipments before moving them onward. Smugglers labeled the cargo as construction materials and used concealment methods such as hidden compartments within containers to mask the tobacco. To conceal the identities of shipment consignees, an IT specialist from Italy's Campania region created and managed fake websites and email accounts used in customs documenta- tion. Investigators also found that the group relied on encrypt- ed communication platforms to avoid detection. Following a request from wEPPO, a judge in Genoa ordered pre-trial detention for five suspects, who authorities detained in Italy, the UK, and Poland. Officials also seized assets worth about €2.5 million (US$2.7 million). Earlier enforcement actions at the Port of Genoa resulted in the seizure of nearly 41 tonnes of manufactured cigarettes. Authorities estimate the loss in customs duties, excise taxes, and VAT at more than €10 million (US$10.8 million), while the market value of the seized goods in Italy stands at around €15 million (US$16.2 million), potentially rising significantly if distributed. Europol, the international anti-mafia network @ON, and multiple national enforcement agencies supported the investigation, including authorities in the UK, Switzerland, Poland, and France. STMA Figure Expelled A former senior official in China's State Tobacco Monopoly Administration (STMA) was expelled from the Communist Party and removed from public office following an anti-cor- ruption investigation, with authorities now pursuing criminal prosecution. Han Zhanwu, who served as STMA deputy director from 2020 until he came under investigation in late 2025, faces allegations of bribery and other serious disciplinary violations, according to official statements. Investigators found that Han used his position to secure benefits for others in business operations and other matters while accepting large amounts of money and valuables. Authorities also accused him of interfering in recruitment processes and other administrative decisions. The Central Commission for Discipline Inspection said Han's actions constituted serious violations of Party discipline and duty-related misconduct. Officials have transferred the case to prosecutors, a step that typically precedes formal criminal charges. Han's removal marks the latest development in a broader anti-corruption campaign targeting China's tobacco sector, one of the country's largest state-controlled industries. Since 2019, authorities have investigated multiple senior figures linked to the tobacco monopoly system, with enforcement activity intensifying in recent years. Under Chinese law, individuals remain presumed innocent until proven guilty in court.
