Across the country, control agencies that were a vote away from privatization are now contributing record amounts to state coffers. In the annual Control States Executive Forum (page 14), agency heads (a list that includes a number of new faces this year) reported that customers are moving up to premium products after two years of trading down, and technology investment continues to soar. Also turning the corner, but in a different manner, is Worcester County, MD (Spotlight On, page 10). The county's liquor control is now handled by a public department, after the autonomous Liquor Control Board was disbanded earlier this year. The transition began with harsh words and accusations at public meetings, but has gone smoothly since. Whether next year's Executive Forum is equally confident, or a reversal of this year's cautious optimism remains to be seen. But saying goodbye to the phrase "economic downturn" would be a nice change of pace for the entire industry.
