State and local governments are being required to report data to the federal govern- ment. Federal agencies are being required to be more transparent about their accomplishments and where, spatially, work was accomplished. Organizations are being mandated to provide customer service that responds efficiently to citizen requests. Return on investment (ROI) is being sought after by reducing the length of time data are submitted from the field to the office and, therefore, increasing operational awareness and efficiency.
