22 Oil Prophets Legislative Successes In the 2014 Regular Legislative Session, P&CMA drafted, introduced and secured passage of legislation designed to allow the Governor to declare a "State of Emergency" encompassing VSHFL¿FDUHDVRI$ODEDPD3UHYLRXVO\(PHUJHQF\ Declarations were issued on a "statewide" basis and marketers ran the risk of running afoul of the Price Gouging Law because they were unaware of an "emergency" that had occurred somewhere else in the state. P&CMA also drafted, introduced and secured passage of legislation that added EFT payments WRWKHGH¿QLWLRQRI³ZRUWKOHVVLQVWUXPHQWV´DOORZLQJ PDUNHWHUVWRWUHDWLQVXI¿FLHQW()7SD\PHQWVWKH same as bounced checks. In addition P&CMA was able to stop the passage of several bills that would have been detrimental to the industry including tobacco and alcohol tax/fee increases and bans on the use of portable coolers in c-stores. Regulatory Successes Throughout the year, P&CMA worked with a variety of state agencies on issues relating to regulations. From the Department of Ag & Industries new regulations on pump calibrations to new ADEM regulations related to underground storage tanks, P&CMA's efforts insured that the regulatory community took the marketer's position into account when writing new regulations or amending existing regulations. For members, one of the most valuable core services provided by P&CMA is a reliable governmental and regulatory affairs strategy. Throughout the years, the association has maintained an effective presence in Montgomery to promote and protect wholesale and retail petroleum marketers and convenience store operators. In 2014 P&CMA implemented a focused strategy of legislative and UHJXODWRU\LQÀXHQFH GOVERNMENTAL AFFAIRS Election Successes 2014 was an election year in Alabama. Through WKH3 &0$3ROLWLFDO$FWLRQ&RPPLWWHH3$&WKH association contributed more than $92,000 to 84 candidates across the state. Of this total, 91% of WKHGROODUVZHQWWRFDQGLGDWHVZKRZHUH elected.
