www.fueloilnews.com | FUEL OIL NEWS | NOVEMBER 2015 21 NYSERDA APPROVES BRIGHT HARVEST FOR NY-SUN INCENTIVE PROGRAM New York State Energy Research and Development Authority has validated Bright Harvest's Remote Solar Design re- port to analyze shading for the NY-Sun Incentive Program. NYSERDA's valida- tion study compared Bright Harvest's remote shading analysis to on-site mea- surements recorded with the Solmetric SunEye and concluded that Bright Har- vest reports can now be used for the in- centive program. Bright Harvest's remote shading analysis is now one of four methods with which installers may apply for NY- Sun solar incentives. Installers in New York can use Bright Harvest reports to save on soft-costs while obtaining accu- rate, reliable data. In addition to a per- module shading analysis, Bright Harvest reports also include an optimized de- sign complete with a scaled layout and full production estimate. Prior to NYSERDA approval, Bright Harvest reports had been validated by National Renewable Energy Laboratory. NREL evaluated Bright Harvest remote shading analysis and its ability to remotely measure azimuth, pitch, tilt area, and ener- gy generation, finding high levels of scien- tific equivalency to on-site measurements. Energize Connecticut, Connecticut's state initiative for energy efficiency, is currently evaluating Bright Harvest's shading analysis and is expected to ap- prove Bright Harvest methods with more states to follow. (408) 960-5802 dave@directhitpcm.com www.directhitpcm.com SURVEY: SMALL BUSINESS GROUPS SAY STATES FAVOR BIG BUSINESSES A national survey of 41 leaders of small business organizations representing 24,000 member businesses in 25 states reveals that they overwhelmingly believe that state economic development incen- tives favor big businesses, that states are overspending on large individual deals, and that state incentive programs are not effectively meeting the needs of small businesses seeking to grow. A large majority also say small busi- nesses interests in economic develop- ment are not well represented in their state capitols. The credit crunch is a critical problem, and many also empha- size that public goods that benefit all employers—such as job training, edu- cation, and transportation—deserve to be a higher priority. The study, funded by the Ewing Marion Kauffman Foundation, can be found on the Good Jobs First website at www.goodjobsfirst.org. "Our findings are absolutely consis- tent with what we have heard for years from small business leaders," said Good Jobs First executive director Greg LeRoy. "Despite their pro-small business rheto- ric, state officials' programs are per- ceived as biased in favor of large compa- nies that receive big tax-break packages."
