CN3 is loaded with Windows Mobile to drive the system. Other features include Bluetooth connectivity, GPS, Wi-Fi or docked data synchronization, 3G or Edge cellular network access, and a color camera. There are many optional peripherals available, including a Bluetooth mobile printer, RFID scanner and a bar-code scanner. Perhaps most important, the CN3 is rugged and weatherproof. A 'SWEEPing Change' The Streets Department was tasked to employ mobile devices to replace a paper-ticket-based system for enforcement of sanitation laws. A fleet of 55 uniformed Streets and Sidewalks Education and Enforcement Program (SWEEP) officers carry the devices to issue tickets electronically. SWEEP officers ensure that city residents adhere to city regulations regarding trash, recycling, litter and unsightly properties. If an officer notices a code infraction, he or she then is obligated to issue a warn- ing and then a ticket with a fine until the violation has been addressed. SWEEP's ultimate goal is a clean and safe cityscape (see www.philadelphiastreets. com/sweep.aspx). Replacing a Paper-Ticket-Based System A paper-ticket-based system presents significant chal- lenges. Handwritten tickets often contain misspellings and illegible handwriting. An officer may write his or her own interpretation of a violation location, which may result in an invalid street address. Paper tickets have to be collected and sorted by hand and delivered by courier to the fine-collection agency. Tickets then have to be manually entered into a database. Because of these inefficiencies, there can be significant lag time between issuance of a ticket, processing and, eventually, a court hearing in the event of an appeal. Inaccurate or inconsistent ticket writing can result in a number of unenforceable violations.
