The Council forwarded the warning to its mem- bers via e-mail on April 20. The advisory noted that while miti- gation measures cannot completely eliminate vulnerabilities associated with hazmat transport, measures such as back- ground checks, credential verification, use of tracking devices, security training, and information sharing can reduce risk and increase awareness of hazmat theft. API: ENERGY BILL STRENGTHENS SUPPORT FOR ENERGY RENAISSANCE API Executive Vice President Louis Finkel called for "modernized, biparti- san energy legislation" on a conference call with reporters. "The United States is now an energy superpower, leading the world in oil and natural gas production," Finkel said. "For the first time since the American energy revolution took hold, the House and Senate have passed bipartisan, compre- hensive energy legislation. "Now is the time to build our energy infrastructure, expand exports and lock in the economic and geopolitical opportuni- ties that our energy revolution has created. "Exporting natural gas will cre- ate American jobs, grow our economy, strengthen the global energy market and bolster strategic alliances abroad—provid- ing greater choice and helping U.S. allies break dependence on nations that use their energy resources as a political weapon. "A concerted effort to improve U.S. energy infrastructure is essential in order to realize our true energy potential and provide consumers and businesses with the energy they need. "We're calling on Congress and the administration to build on the promise of this bipartisan legislation and seize the FEATURED NEWS DATELINE • API: Rejection of Constitution Pipeline an Assault against Consumers and Businesses • DOT Warns of Potential for Hazmat Theft during Motor Carrier Transports • API: Energy Bill Strengthens Support for Energy Renaissance • ASHRAE Congratulates Senate on Passage of Energy Policy Modernization Act • Clean Diesel Delivers Clean Air Benefits to the Mid-Atlantic Region • Correction: Cetane Associates' address and contact information FUELS/EIA – pg 11 • Renewable Energy Group Holds Ribbon Cutting for Biorefinery in Wisconsin • Atek Access Technologies Adds First Canadian Distributor: Titan Logix • EIA: Strong El Nino Helps Reduce U.S. Winter Heating Demand and Fuel Prices BUSINESS OPERATIONS – pg 24 • NYPGA & NJPGA & PGANE Summer Meeting • Mark Straka Named Vice President for Base Engineering USA Corp.; Damon Boyer as Senior Sales Executive • Ray Landry Joins Scully Signal Co. as Canadian Sales Manager • Presidential Candidates Not Addressing Small Business Concerns: Wells Fargo Survey HVAC/HYDRONICS – pg 36 • Existing Building Energy Efficiency Featured at ASHRAE 2016 Annual Conference • William 'Butch' Reabold joins Berquist as sales manager for New York, eastern Pennsylvania • Products: U.S. Boiler Co. Andrew Cuomo's rejection of the Constitution Pipeline is a clear example of politics coming before the interests of workers and consumers. He didn't mention other constituencies API is said to represent, such as heating oil and propane dealers. "The Cuomo administration's deci- sion to reject permits for the Constitution Pipeline is another example of politics at its worst," said Durbin. "This decision will cost the state thousands of jobs and is an assault on families and businesses. "This decision impacts not only the residents of New York, but also the families and businesses in the surrounding states whose consumers currently pay the high- est energy costs in the country. This region needs robust and reliable energy infra- structure built to supply the clean, reliable and affordable natural gas from the nearby Marcellus shale to fuel their communities. "Improving energy infrastructure could bring lower electric bills for families and businesses, keep good paying jobs in the region and help protect the environment. "Unfortunately for those who have said they want the jobs and economic benefits the Constitution Pipeline rep- resents, the Cuomo administration has placed politics over the interests of workers and consumers." DOT WARNS OF POTENTIAL FOR HAZMAT THEFT DURING MOTOR CARRIER TRANSPORT Malicious actors have repeatedly expressed interest and sought out hazardous materi- als (hazmat) to be used for criminal intent for use in chemical dispersal devices and explosives, U.S. DOT ESC Hazardous Materials Program Manager Suzanne M. Ellis warned in a statement.
