The Council forwarded the warning to its mem- bers via e-mail on April 20. The advisory noted that while miti- gation measures cannot completely eliminate vulnerabilities associated with hazmat transport, measures such as back- ground checks, credential verification, use of tracking devices, security training, and information sharing can reduce risk and increase awareness of hazmat theft. Andrew Cuomo's rejection of the Constitution Pipeline is a clear example of politics coming before the interests of workers and consumers. "The Cuomo administration's deci- sion to reject permits for the Constitution Pipeline is another example of politics at its worst," said Durbin. "This decision will cost the state thousands of jobs and is an assault on families and businesses. "Unfortunately for those who have said they want the jobs and economic benefits the Constitution Pipeline rep- resents, the Cuomo administration has placed politics over the interests of workers and consumers." DOT WARNS OF POTENTIAL FOR HAZMAT THEFT DURING MOTOR CARRIER TRANSPORT Malicious actors have repeatedly expressed interest and sought out hazardous materi- als (hazmat) to be used for criminal intent for use in chemical dispersal devices and explosives, U.S. DOT ESC Hazardous Materials Program Manager Suzanne M. Ellis warned in a statement.
