Governor Hassan has signed both SB309 and HB1195
into law, reports OHCNH Executive Director Robert
J. Sculley.
SB309 will reduce the sulfur content in heating fuel
to 15ppm effective July 1, 2018. New Hampshire
will now have the same heating fuel standards as
all of the New England states by that date.
HB1195 makes house cleaning changes to the
pre-buy contract law that was changed two years ago
with the demise of Fred Fuller Company.
There was confusion on whether fuel dealers had to treat cap
programs the same as pre-buy contracts, the marketing of pre-buy
programs as part of all the services a dealer offers and allowing com-
mercial accounts to request a pre-buy contract during the blackout
period of November 1 through April 30 of the next year.
All of these issues were addressed. There are now no restrictions
on cap programs, a dealer may market all of the services they offer
including pre-buy contracts as long as it is not listed separately
from all other services and it may not include a price offer between
November 1 through April 30. Lastly a commercial account as well
as residential customers may approach a dealer during the blackout
period regarding pre-buy contracts.
All of these changes addressed in HB1195 go into effect July
19, 2016.
Pennsylvania Extends
Comment Period on
Atlantic Sunrise Pipeline

of Environmental Protection has
extended the comment period on
water obstruction and encroachment
permits related to the proposed Atlantic Sunrise natural gas
pipeline. The comment period will be extended for 60 days and
will close on Aug. 1, 2016.
