10 SEPTEMBER 2016 | FUEL OIL NEWS | www.fueloilnews.com FUELS EIA NE WS FEDS: NEW CLEAN DIESEL CARS, LIGHT TRUCKS TO HELP U.S. REDUCE GREENHOUSE GAS EMISSIONS, IMPROVE FUEL ECONOMY Advancements in emissions control technology in clean diesel pas- senger cars and light-duty pickup trucks will have a positive effect on efforts to reduce future Greenhouse Gas Emissions, accord- ing to the federal government's newly-released Draft Technical Assessment Report (TAR). The U.S. Department of Transportation, the EPA and the California Air Resources Board released the mid-term evaluation of the National Program for greenhouse gas emissions and fuel economy standards for light-duty cars and trucks. The Draft TAR, which covers vehicle model years 2022-2025, confirms that auto- motive manufacturers are introducing new technology to market at a rapid pace, and predicts that the MY 2022-2025 standards are achievable with a wide range of technologies. According to the midterm evaluation: "Despite recent EPA and California ARB compliance actions with respect to light-duty diesel NOx emissions, diesel engines remain a technology for the reduction of GHG emissions from light-duty vehicles. Advances in NOx and PM emissions control technology are bringing light duty diesels fully into compliance with Federal Tier 3 and California LEV III emissions standards at a cost that is competitive with the cost- effectiveness of other high efficiency, advanced engine technologies." "We're extremely pleased that EPA, DOT and CARB recognize at this time especially the Greenhouse Gas emissions improve- ments in new and future clean diesel technology and fuels," said Allen Schaeffer, executive director of the Diesel Technology Forum. "Automakers and engine manufacturers have invested billions of dollars in diesel research and development to significantly improve the fuel efficiency and emissions from modern diesel vehicles. "And while the Draft TAR specifically highlights advanced gaso- line vehicles as being the primary source for achieving future fuel efficiency levels, we believe that new clean diesel engines will also play a key role in reaching the 2025 mileage goals," Schaeffer continued. "Achieving the increased fuel economy standards is going to be difficult. This is a tremendous challenge for the industry," he said. "However, today clean diesel cars average about 30 percent better fuel economy than their gasoline counterparts. In the light duty truck sector, new clean diesel pickups are achieving higher mpg levels and for the first time a diesel pickup truck has reached the 30 mpg highway level." ASTM INTERNATIONAL, API, PARTNER TO CREATE PETROLEUM STANDARDS COLLECTION ASTM International and the American Petroleum Institute have collaborated to launch a petroleum standards collection to help customers throughout the oil and gas industry access the standards they need in one convenient location. Housed in the ASTM Compass online platform, the API collection includes 685 active standards, specifications, and rec- ommended practices as well as over 300 historical documents. These documents—developed by experts in the oil and natural gas industry—are often referenced in state and federal regulations as well as internationally, the organizations noted. Users will have access to globally-recognized API documents on a wide range of topics: exploration and production, refining, safety and fire protection, storage, petroleum measurement tables, health and environmental issues, and marketing. ASTM Compass provides organization-wide access to standards with a number of enhancements beyond the documents themselves: Tools for bookmarking for easy retrieval on multiple visits Tools for forming project teams ASTM petroleum training modules and test practice videos Access to thousands of peer-reviewed papers and books in the ASTM Digital Library For more information on the API Standards collection or the ASTM Compass platform, contact sales@astm.org LOCAL COMMUNITY LEADERS CELEBRATE GROUNDBREAKING OF ROTH INDUSTRIES EXPANSION PROJECT Local, state and federal officials joined Roth Industries to celebrate groundbreaking for the company's $6 million expansion project at its facility in the City Center Industrial Park of Watertown, N.Y. Manfred Roth, chairman and CEO of the company, who traveled from Germany for the event, said, "Watertown is very important to us. After having started our production in Watertown just ten years ago, we are now entering into our next phase of the expansion." Speakers included Mayor Joe Butler, Assemblywoman Addie Russell (D-116th District), and representatives of Empire State Development, Jefferson County Economic Development, and the Watertown Local Development Corporation. The project will include a 27,000-sq-ft expansion, the installa- tion of a new blow molding machine, and the creation of at least twelve new j o b s — s i x u p o n completion of the project, with the balance expected to be added over the next several years. The new machine will add the capacity to produce additional product lines at the Watertown plant that are in prototype devel- opment now. Roth Industries is a German-owned company specializing in environmentally-friendly products that produce, distribute, and store energy for domestic and commercial applications. Roth's Watertown facility produces its Double-Wall Oil Storage Tanks, blow-molded construction/traffic barriers, manifolds and tubing for in-floor radi- ant heating systems. The Watertown location currently encompasses 42,000 square feet and employs 24 people in Watertown. Roth Industries celebrates groundbreaking for an expansion project in Watertown, N.Y.
