www.fueloilnews.com | FUEL OIL NEWS | OCTOBER 2016 3 DATELINE BREAKING NEWS AEC: STAR GAS PLEDGES 25% MATCH TO CONTRIBUTIONS For the fourth straight year, Star Gas will give twenty-five cents for each dol- lar contributed to the American Energy Coalition's Fall Fundraising Campaign, the AEC said in a statement. The decision by Star Gas President and CEO Steven J. Goldman was announced by Star Gas Vice President of Operations and AEC Vice President Neil Bianco. The match challenges other retail deal- ers to support the AEC effort to promote the benefits of oilheat and respond to mes- saging from natural gas utilities and their trade associations. The matching challenge has been hugely successful in prior years and has been used effectively by the AEC Investment Committee in past fundraising campaigns, the Coalition said. The challenge has also benefited state oilheat associations that saw their allocation of AEC marketing funds increase by 25%. The Star Gas match will apply to all donations received by the AEC from Sept. 1 through Dec. 15. The AEC responds to messaging from the natural gas industry with radio com- mercials, bill inserts, data sheets, e-mail blasts, social media outreach and through its website, americanenergycoalition.org. The Star Gas support, and the support of other oilheat industry stakeholders, is criti- cal to supporting this effort, the AEC said. SPEED LIMITERS PROPOSED FOR HEAVY-DUTY VEHICLES Heavy-duty vehicles would be equipped with devices that limit their speeds under a requirement proposed by federal regulators. U.S. Transportation Secretary Anthony Foxx announced that the Department's N a t i o n a l H i g h w a y T r a f f i c S a f e t y Administration (NHTSA) and Federal Motor Carrier Safety Administration (FMCSA) propose equipping heavy-duty vehicles with devices that limit their speeds, and requiring those devices be set to a max- imum speed. Foxx said the proposed safety measure could save lives and more than $1 billion in fuel costs each year. "There are significant safety benefits to this proposed rulemaking," Foxx said. "In addition to saving lives, the projected fuel and emissions savings make this proposal a win for safety, energy conservation, and our environment." The Department's proposal would establish safety standards requiring all newly manufactured U.S. trucks, buses, and multipurpose passenger vehicles with a gross vehicle weight rating more than 26,000 pounds to come equipped with speed-limiting devices. The proposal dis- cusses the benefits of setting the maximum speed at 60, 65, and 68 miles per hour, but the agencies will consider other speeds based on public input. "This is basic physics," said NHTSA Administrator Mark Rosekind. "Even small increases in speed have large effects on the force of impact. Setting the speed limit on heavy vehicles makes sense for safety and the environment." Motor carriers operating commercial vehicles in interstate commerce would be responsible for maintaining the speed limiting devices at or below the designated speed for the service life of the vehicle under the proposal. While the maximum set travel speed will be determined in the final rule, estimates included in the pro- posal demonstrate that limiting heavy vehicles will save lives. The public can submit comments on the proposed rule at www.regulations.gov. EVERSOURCE, NATIONAL GRID, PULL PETITIONS FOR CAPACITY ON ACCESS NORTHEAST PIPELINE Four electric utilities under Eversource and National Grid withdrew petitions for capacity on Access Northeast, a $3 bil- lion pipeline planned by Spectra Energy, National Grid and Eversource, news out- lets reported. The withdrawal of the petitions came days after a decision on a lawsuit brought by the Conservation Law Foundation, Boston, Mass., which, among other activities, advocates in the courts for envi- ronmental conservation.
