Towns and communi- ties will lose millions in tax revenues used to support schools, fire departments and other public services. Furthermore, this deplorable economic disruption will repli- cate across the country as other states seek to follow in Rhode Island's footsteps." Federal law generally prohibits new tolls on existing interstate highway lanes, the groups said. RhodeWorks autho- rizes the Rhode Island Department of Transportation to toll commercial vehicles across bridges within the state using an exemption that allows states to charge tolls for ailing bridges, they said, calling it "an unprecedented bureaucratic maneuver." Although revenue is supposed to go toward funding the repair and replace- ment of bridges throughout the state, there are no legal requirements that the money raised be used in this manner, the groups said. What's more, tolls signifi- cantly increase the costs of shipped goods and divert trucks off of the interstate onto local roads. "RhodeWorks will have serious negative effects for local businesses, which will have to pay more for the goods that they sell, as well as Rhode Island towns and communities that rely on these busi- nesses' tax revenue to grow and thrive," the groups said. ATLAS OIL RESPONDS TO HURRICANE MATTHEW WITH EMERGENCY FUEL DEPLOYMENT When Hurricane Matthew made land- fall in Haiti on Oct. 4 as a Category 4, the Atlas Oil Emergency Fuel Services team prepared for deployment. In what would be the largest mandatory U.S. evacuation since Hurricane Sandy in 2012, Matthew's surge brought heavy winds, rainfall and widespread flash flooding from Florida to North Carolina. To provide much- needed gasoline and diesel supply relief, Atlas Oil deployed more than a dozen trucks and drivers to the disaster zones. "Our contracted fuel assurance plans guarantee access to fuel and priority delivery during natural disasters, power outages and other emergency situations," said Jayme Oyen, national sales man- ager—emergency services at Atlas Oil Co. "Many of our customers are mission-crit- ical facilities. It's essential their generators have fuel so their operations don't experi- ence downtime." Atlas Oil had an additional fleet on standby if called into action as a sub- contractor for the Federal Emergency Management Agency. During Hurricane Sandy, Atlas deployed over 75 trucks and drivers partnering with FEMA's emergency fuel contractor Foster Fuels, Brookneal, Va., to get the fuel where it was needed most to restore the area's infrastructure and support first responders. "The team continues to rise to the chal- lenge in these deployment scenarios," said Bob Kenyon, president and COO of Atlas Oil. "We have a team of dedicated drivers willing to deploy on a moment's notice backed by our logistics and supply teams working around-the-clock."
