Each month, more than 50,000 carriers are labeled with an Alert Status in a CSA BASIC, ac- cording to Vigillo, a developer of data mining software products that aggregate, organize and report com- plex CSA informa- tion in a scorecard format. FMCSA has developed a selection process for identifying specific high- risk drivers and vehicles during an in- tervention or "onsite audit," as defined by the CSA program. Jeff Davis, a CSA consultant and president of Fleet Safety Services, worked with Vigillo to create a soft- ware tool that mimics this selection process. The Intervention Manager tool is based on the same actions that FMCSA would take during an inter- vention. The Intervention Manager, avail- able as an upgrade to Vigillo's CSA Scorecard, can pre-identify the specific crashes, drivers and vehicle categories designated by FMCSA as a priority during an intervention. "It does the audit selection work for the motor carrier," Davis says. "It gives them certain subjects to focus on." AN EXPERT AUDIT In FMCSA's eyes, motor carriers al- ready have all of the information they need to be compliant. What they often lack are the proper policies and con- trols. An expert assessment can help a fleet determine where it might be vulnerable in some areas of its safety and compliance systems. Just like an actual FMCSA audit, an assessment will focus on three main areas of compliance: hours of service, mainte- nance and driver qualification files. During an assessment or "mock" audit, an experienced adviser will pull records, review policies and interview fleet administrators to identify areas in need of improvement. If a fleet uses electronic logs, the advis- er will ask to see a violation report for the past six months – by fleet, driver and violation type. The adviser then will ask to see the logbook edit report and evaluate the fleet's policy for who is allowed to edit logbooks, how they are documenting the edits and the reasons they were done. The expert also will compare logbook records to GPS reports to make sure drivers or fleet managers are not playing games. An adviser also will look for instanc- es where a fleet does not have a clearly defined process to manage exceptions.
