The drilling rate of penetration on production wells was about 10 feet per minute in the alluvium. The rate of pen- etration dropped to as little as 1 foot a minute when the bit hit the fractured rock at 350 feet. Penetration for that last 150 feet remained at that slow rate. "California's environmental regula- tions, EPA guidelines, protecting a threatened species—these are just real- ity, like any other job requirements," Siddall says. "So far it really hasn't been a problem for us. We know we can meet the requirements." Thanks to diligent monitoring and cooperation by scientists and the AZCA crew, the desert tortoise encountered minimal disturbances throughout the drilling project—enabling the animal to live as it has for hundreds of years.
