At the same time, every state also saw its spirits case sales volume gain, and all but three states upped their revenue contributions to the state fund (two saw decreases and one remained the same). Several states stood out among those that report- ed gains in the categories we measured. Just referenc- ing gross sales revenue, Pennsylvania, the top-ranked control state in gross sales by more than a two-to-one margin, saw an increase of more than $75 million. Second-ranked Michigan saw gross sales revenues jump by $40 million in FY 2011, and third-ranked Washington saw a $17.5 million gain. Fourth-ranked Ohio upped its gross sales by about $28 million. North Carolina's sales rose a respectable $20 million last year, while seventh-ranked New Hampshire boasted a $24 million sales gain. For its part, Oregon grew sales by $16 million in FY 2011, and Utah likewise saw about a $16 million bump over FY 2010. As control state agencies become more engaged in their mandates from their individual states – such as, on a state-by-state basis, providing educational and enforcement initiatives, adopting best practices across all business platforms including technological updates, suc- cessfully delivering revenue while providing programs to minimize alcohol abuse, to name a few – we've always assumed that even in slower economic climates opera- tional expenses would increase, and that seems to have been the case in FY 2011 (up 5.3%, as previously stated). Generally speaking, though, these increases can be viewed positively, for they often end up providing long-term benefits to the entire control system (efficiently balancing social responsibility efforts with revenue for the states). The following pages, then, represent the individual statistics for Fiscal Year 2011 for each of the 19 control jurisdictions.
