AGGREGATES INDUSTRY OUTLOOK The November Aggregates Industry Index fell to an overall score of 121.69, a 5.21- percent decrease from October. The monthly variation marks the most signifi cant month- over-month decline since late summer 2016. While reports for commercial sales were consistently strong, lack of infrastruc- ture investment, as well as the impact of proposed federal tax changes on residential construction, were key concerns. Ratings for the industry's outlook in the next year fell 9.1 percent from October reports. The outlook for quarterly sales experienced the most signifi cant decline — 9.5 percent — in month-over-month ratings. The only cate- gory to mark an increase in November was the outlook for monthly sales, which rose 5.2 percent over October ratings. October ratings, however, were unusually low due to a post-hurricane sales slump. The lack of suffi cient federal appropriations to fulfi ll the Fast Act programs is having a trickle-down effect in New York. This, combined with our governor's focus on social issues instead of infrastructure, is shrinking the transportation budget dramatically. The housing market has been steady with interest rates remaining low, however, the new tax plan could slow down growth, particularly on higher end homes. The commercial and government markets remain strong, and I see a continuation into 2018.
