The Unified Carrier Registration board also reduced the fees to register with the U.S. Depart- ment of Transportation, cutting 2018's fees by 9.1 percent across the board. Fees will climb slightly for 2019 but UCR filing process reopens with lower fees will remain 4.6 percent lower than 2017 fees. All carriers operating in interstate trucking are required to register and pay an annual registration fee. Brokers, private carriers and freight forwarders also are required to register and pay. The Commercial Vehicle Safety Alliance said it would not begin enforcement of 2018 registration fees until 90 days after the Federal Motor Carrier Safety Administration pub- lished the final rule in the Feder- al Register, which occurred Jan. 5. That means independents and fleets have until April 5 to register and pay annual fees. The delay in the 2018 reg- istration process followed legal questions raised by a DOT pro- posal issued in September that announced the lower fees and bumped the registration date to Nov. 1, 2017. Registration typ- ically begins Oct. 1 each year and runs through Dec. 31. The UCR board faced a lawsuit from the Small Business in Transportation Coalition, which claimed the board failed to give proper public notice about a meeting held to decide the new fee structure and the 2018 registration period. Though a court agreed that the board failed to provide notice, it upheld the decisions made at the meeting. – James Jaillet PREPASS CUSTOMERS operat- ing in Oregon now can use their transponders in the state's Green Light weigh station bypass system at 21 facilities.
