The proposed rule would allow individuals with ITDM to obtain a medical examiner's certifi cate at least once a year as long as the diabetes is stable and well-controlled. Under current regulations, a driver with ITDM must obtain a two-year exemption from the Federal Motor Carri- er Safety Administration. To comment on the rule, go to regulations.gov and search Docket No. FMC- SA-2005-23151. –Matt Cole Proposal would ease qualifi cations for diabetics Bill aims to block liability increase The U.S. House bill that would address the 2013 hours of ser- vice rollback also would block the U.S. Department of Trans- portation from proceeding with a rule to increase the minimum amount of liability insurance required of motor carriers. The bill would prevent the Federal Motor Carrier Safety Administration from taking any further action on a poten- tial rule to increase the current $750,000 minimum amount. Last November, the agency issued an Advanced Notice of Proposed Rulemaking seeking questions from industry stake- holders about the minimum and its eff ectiveness. The cur- rent limit was set in the 1980s, and FMCSA and safety groups have argued it needs to be increased to keep up with infl a- tion and rising medical costs. Trucking groups, however, contend that only 1 per- cent of all trucking-related accidents see claims above $750,000 and that only a fraction of a percent sees claims above $1 million. – James Jaillet
