6 // OWNER OPERATOR // JUNE 2015 News & Notes FMCSA wants comments on reward-based program proposal The FMCSA recently unveiled a proposal that would incentivize carriers to implement programs "that exceed regulatory require- ments". The FMCSA has included a number of possible incentives in the Beyond Com- pliance proposal, including credit on CSA scores, credit on ISS scores, and fewer road- side inspections. The FMCSA has asked the Motor Car- rier Safety Advisory Committee (MCSAC) to present recommendations for the implementa- tion of the Beyond Compliance program in June. The MCSAC represents a broad range of industry interests because of its diverse members. Members include small and large carriers, drivers and brokers, along with safety advocates, enforcers, and regulators. The FMCSA is particularly interested in hearing the MCSAC's thoughts on three main questions: 1. What voluntary technologies or safety program best practices would be appro- priate for beyond compliance? 2. What type of incentives would encour- age motor carriers to invest in technolo- gies and best practices programs? 3. How would FMCSA verify the vol- untary technologies or safety programs were being implemented? Additionally, the FMCSA is also interested in hearing from the public on their thoughts about the Beyond Compliance proposal. A number of questions are posted on the propos- al website, along with directions on how you can send your comments about the proposal to the agency. The FMCSA will accept com- ments through June 23.
