Mines were advised to ensure that all employees knew proper de- energizing and lock out/tag out procedures and conduct ad- equate shift examinations. In addition, mine operators were encouraged to conduct thorough pre-operational checks, maintain mobile equipment properly, and provide and en- force wearing of personal protective equipment. The two hazard alerts published by MSHA during its training summit in August addressed workplace examina- tions (30 C.F.R. ยง 56.18002) and improvement of training efforts. The industry was reminded that TASK Training principles should be kept in mind when training employees: Teach the miner All the job steps and Skills to safely per- form the task with Knowledge. MSHA has noted that Educa- tional Field and Small Mine Services (EFSMS) assistance and training materials through the National Mine Academy are available to mine operators by way of instructor workshops, help in updating training plans, review of training records as well as Part 46 or 48 workshops, workplace examina- tion training and evaluations, and monitoring of training. In addition to any resources MSHA may provide to assist operators in conducting the additional training programs or internal courses, operators can use its legal counsel and safety departments to accomplish the goal of enhanced educational opportunities for its workforce. There do not appear to be any plans in place to develop a total overhaul of MSHA enforcement with M/NM operators. However, it is safe to assume that the type of intensified enforcement measures mentioned above will continue as the remaining accident investigations for the fatalities are completed throughout 2015.
