"A Federal Gas Tax for the Future" offers four specific policy recommendations for modernizing the federal gas tax: 1. Increase the gas tax rate to offset its recent decline. 2. Restructure the gas tax so that its rate automatically rises each year with construction cost inflation. 3. Further restructure the gas tax rate so that it also rises when vehicle fuelefficiency improves. 4. Implement reforms to ensure that this restructuring does not lead to unnecessary volatility in gas tax collections. The Institute on Taxation and Economic Policy (ITEP) is a 501 (c) (3) non-profit, non-partisan research organization that works on federal, state, and local tax policy issues. ITEP's mission is to ensure that elected officials, the media, and the general public have access to accurate, timely, and straightforward information that allows them to understand the effects of current and proposed tax policies. n AO Issues Wetlines G Report to Congress The Pipeline and Hazardous Materials Safety Administration's (PHMSA) incident data cannot be used to reliably identify risks from incidents involving collisions with wetlines under tank trailers, according to a study by the Government Accountability Office (GAO). Further, the study indicates that incidents used in the rationalization of the proposed rule (HM-213D) were not specifically identified within PHMSA's database and that the data itself also contained inaccuracies, said the National Tank Truck Carriers (NTTC). The study was mandated under the Moving Ahead for Progress in the 21st Century Act (MAP-21) in July, 2012. "I am extremely pleased with GAO's findings given its significance to the tank truck industry," said Daniel R. Furth, president of the NTTC. "As we have mentioned repeatedly, the GAO approached 6 OCTOBER 2013 its task in a very professional, thorough manner which led to the same conclusion that we have argued now three times since 1990. Based on this study, I now urge PHMSA to withdraw HM-213D and allow the carrier and enforcement communities to collectively focus their talents and resources on legitimate safety concerns. While today's political environment can be a bit disheartening, this finding serves to restore one's faith in the process and I'd like to extend our gratitude to the bipartisan leadership of the House Transportation & Infrastructure Committee – specifically Chairman Bill Shuster (R-Penn.) and Congresswoman Corrine Brown (D-Fla.) – who had the inclination to listen to our carriers and dig into the substance of our arguments. I'd also like to thank our partners in the association community that worked diligently on this issue, including the American Trucking Associations (ATA), the American Petroleum Institute (API), the Petroleum Marketers Association of America (PMAA), and the Truck Trailer Manufacturers Association (TTMA). Finally, let me add that we look forward to working with the professionals at PHMSA as we have on so many other issues to improve data integrity and enforce the culture of safety that our industry requires." Specific GAO findings within its review included the following: (1) GAO could not accurately reproduce PHMSA's analysis of which incidents were true wetlines incidents and which were not; (2) PHMSA's cost-benefit analysis inaccurately portrayed to consequences of wetlines incidents; and (3) accordingly, PHMSA's analysis may not accurately represent the costs and benefits of the proposed rule. In the study, released on Sept. 11, the GAO recommends that PHMSA improve its data collection processes to remove uncertainty in its reporting. GAO then recommends that PHMSA base any future wetlines rulemaking on the results of this improved data. Additionally, the report recommends changes to the hazmat release reporting process. Specifically, it suggests that PHMSA modify its Form 5800 reporting process to explicitly track whether or not a hazmat release was the result of a wetlines breach. The National Tank Truck Carriers, Inc., Arlington, Va., has represented the tank truck industry before Congress and various federal agencies for over 65 years. NTTC membership consists of approximately 240 tank truck carriers that specialize in bulk transportation services by cargo tank throughout North America. Additionally, the association represents over 300 associate members that include private fleets that operate tank trucks, cargo tank repair facilities, tractor manufacturers, tank trailer manufacturers, and other related tank truck equipment and service providers. INDUSTRY ANNOUNCEMENTS n Bio-Industry Veteran Greg Roda Joins Gevo Gevo, Inc. (Englewood, Colo.) has announced that Greg Roda has joined the company as chief commercial officer. In this role, Roda will be responsible for all business development activities for the company. Roda comes to Gevo with more than 17 years of strategic leadership, business development, research and product development in bio-based materials. Most recently, Roda was Chief Executive Officer of Outlast Technologies, Inc. from 2007 to 2012, a privately funded technology company that develops, licenses, and markets phase change materials for use in temperature regulating fabrics, packaging and industrial materials. n ATSO Foundation to Award N $500 for Best Idea at the NATSO Show The NATSO Foundation has announced that it will award $500 during the NATSO Show 2014 to the independent truckstop or travel plaza operator who generates the best new idea for improving truckstop operations.
