Crude oil imports in September fell 3.3 percent from the prior year to average around 8.1 million barrels per day. Though the highest imports level in nearly a year, this was the lowest imports level for the month in 17 years, since 1996. Imports of refined products were down by 8.8 percent from September 2012 to average 1.9 million barrels per day. This was the lowest level for the month in 16 years. The refinery utilization rate averaged 90.8 percent in September, down 0.5 percent from the prior month but up 3.2 percentage points from September 2012. API's latest refinery operable capacity was 17.820 million barrels per day, up 2.4 percent from last year's capacity of 17.400 million barrels per day. Sam Bell of Echols Oil is new PMAA chairman Sam Bell, chief executive officer of Echols Oil Company Inc., Greenville, S.C., was elected chairman of the Petroleum Marketers Association of America (PMAA) at the group's Fall Board Meeting in Atlanta, Ga. Bell will take office in January 2014. Bell has been around the oil business his entire life as his father was a marketing representative for Exxon, the association reports in its Oct. 18 Weekly Review. Bell still has connections with Exxon as CEO of Fred H. Wood Oil Company, an Exxon jobber in Fountain Inn, S.C. His duties as PMAA chairman will include helping to guide the association through complicated legislative and regulatory issues. Others elected to the 2014 Executive Committee include: 1st Vice Chairman: Grady Gaubert, Louisiana; 2nd Vice Chairman: Mike Bailey, Wyoming; Northeast Region Chair: Sharon Peterson, Connecticut; North Central Region Chair: Mark Whitehead, Nebraska; Southeast Region Chair: Daniel Erwin, North Carolina; South Central Region Association Executive: Ron Leone, Missouri; Western Region Association Executive: Suzanne Budge, Idaho. The elections were held on Oct. 12. API hails Supreme Court decision to review EPA carbon rules The American Petroleum Institute (API) said it welcomed a decision by the U.S. Supreme Court to consider arguments against regulating greenhouse gas (GHG) emissions from stationary sources, such as refineries. On Oct. 15, the court granted the trade association's petition for a hearing on Environmental Protection Agency (EPA) rules that require complex and lengthy permits to build or modify facilities that emit GHGs. API, joined by a coalition of manufacturing associations, ass pointed out that the EPA's rules overstep the authority granted by Congress in the Clean Air Act. "The EPA is seeking to regulate U.S. manufacturing in a way that Congress never planned and never intended," said Harry Ng, API vice president and general counsel. "The Clean Air Act clearly only requires pre-construction permits for six specific emissions that impact national air quality – not greenhouse gases. "That kind of overreach can have enormous implications on U.S. competitiveness and the prices that consumers pay for fuel and manufactured goods. We're pleased that the court has agreed to review our petition – alongside several others – and we look forward to presenting our case."
