S tarting January 1, 2014, the California Air Resources Board will be changing its standards, relaxing some of the regulations, but don't be fooled — all is not as it may seem. Randy Opfer, enforcement officer for CARB, joined Internet Truckstop's Business Development Workshop webinar for Tuesday, Dec. 10 and Wednesday, Dec. 11, to explain exactly what the Air Resources Board is doing with its regulations. Opfer said the regulatory changes involves wording and will take until at least April before "officially" become the rule. Because of that, he said, CARB is allowing people to take advantage of the changes Jan. 1 because they will be part of the rule. One of the biggest changes, and possibly the most misunderstood change, is the low-use exemption threshold that has been increased to 5,000 miles per year. In essence, a truck that travels less than 5,000 miles per year will be considered exempt from the regulations dealing with nitrous oxide particulate emissions, but does not exempt the truck from the requirements to retrofit with a filter to reduce diesel fuel particulate matter by up to 98 percent. Moreover, truck and fleet owners need to understand the 5,000 miles per year is total mileage on the truck, not just mileage in the state of California.
