PDVSA RePoRteD to be Selling Citgo U.S. In a Reuters exclusive, it has been reported that CITGO's parent compa- ny, Venezuelan national oil company PDVSA, is looking to divest its U.S. operations by the end of the September. Rumors had been floating around rela- tive to the refining operations for some time. The reason cited, referencing a handful of inside sources, is a cash crunch, and the sale is expected to gen- erate $10 billion or more to meet that need. The assets on the table range from refineries to the marketing operation, and might be sold off individually. APi SUPPoRtS the noRth AmeRiCAn eneRgy infRAStRUCtURe ACt The American Petroleum Institute strong- ly supports the Senate introduction of The North American Energy Infrastructure Act, a companion to H.R. 3301, which would improve the approval process for cross-border energy projects. API Group Director, Downstream and Industry Operations Bob Greco said the dysfunc- tional permitting process for energy proj- ects is hurting this nation's economy and national security. "Government roadblocks to build- ing infrastructure could harm our cur- rent energy revolution," said Greco. "We need to fully embrace our thriving North American energy renaissance by build- ing the infrastructure to transport needed energy to American consumers." API thanked Senators John Hoeven (R- N.D.), Joe Donnelly (D- Ind.), Lisa Murkowski (R-Alaska) and Joe Manchin (D- W.Va.) for their leadership in trying to implement a transparent, modern and standardized permitting process for all energy projects that cross U.S. borders. ePA SenDS RenewAble fUelS RUle to white hoUSe The National Biodiesel Board released the following statement from Vice President of Federal Affairs Anne Steckel after the EPA sent the proposed final rule for the 2014 Renewable Fuel Standard to the White House Office of Management and Budget for final review on Aug. 22: "We're pleased to see the process moving forward and hope the final rule will show that this Administration is standing behind our national goals for clean, domestic fuels that strengthen our economy and national security. We also continue to urge the Administration to finalize the rule as quickly as possible. The original EPA proposal and contin- ued delays have severely disrupted the U.S. biodiesel industry this year. We can begin to reverse that damage with a meaningful increase in the biodiesel volume that is finalized as quickly as possible so that producers can ramp up production in a timely fashion." In a draft RFS rule released in November, the EPA proposed holding biodiesel volumes at 1.28 billion gallons —a sharp drop from last year's actual production of nearly 1.8 billion gallons. Biodiesel producers around the country have warned that such a proposal will cause severe contraction in the indus- try. A nationwide survey of producers conducted by the National Biodiesel Board in April found that more than half have already idled a plant this year and 78% have reduced production from last year. Nearly two-thirds—66 %—have already laid off employees or anticipate doing so. fRom oeSP: JACk Simione PASSeS We thought it important to share some information regarding the passing of one of our past National Officers, Mr. Jack Simione. Mr. Simione was the owner of Simione Oil, Winthrop Mass. He was very active in our association. He was Past President of the Boston Chapter and he served on the national level back in the late 60's and early 70's in the positions of secretary and vice president.
