Programs like this require knowledge on the part of the LLLCommunity
owner/operator, as well as active involvement in day to day
operations. And because of the complexities involved, this
is not yet seen as a significant alternative, but more on this
when we get to the LLLCommunity half of the WHITE PAPER. (Pre-

The final point here, is to challenge the manufactured housing in-
dustry to end the predatory practice of 'selling more home to customers
than they can afford', and take steps to ensure prospective homebuyers,
and homebuyers/site lessees moving into LLLCommunites, can truly 'af-
ford' the home they need. The measure of this affordability practice?

SERVICE. As was pointed out earlier, some opine post-factory serv-
ice work is falling onto the shoulders of LLLCommunity owners/opera-
tors who're buying and selling homes on-site. Maybe the cadre of
state-licensed (home) installers who've appeared during the past
decade will broaden their business base and offer factory warranty and
service work.
TAXATION. No change at this point, though likely higher for
homeowners, if and when 'recorded deeds replace vehicle titling'.
SECONDARY MARKET. No noticeable movement in this area, ex-
cept some multiples services now include manufactured homes – but gen-
erally only those on scattered sites conveyed fee simple. If ULC legislation
makes headway, some opine enhanced property rights security will attract
more prospective homebuyers to a (yet to be established) secondary mar-
ket where home values will likely appreciate.
