17 Oil Prophets (CVSA) plans to discuss the new interpretation at its annual meeting in September and formulate a unified position on the issue. Marketers are puzzled as to whether they should change out their permanent placards or wait for PHMSA to clarify. For its part, PMAA sent a letter to the director of PHMSA objecting to the new interpretation on the grounds that the process was arbitrary and unnecessary from both an emergency response and regulatory cost perspective. PMAA is also asking key members of Congress to send letters to PHMSA stating concern about the new interpretation and the lack of stakeholder involvement in the process that led to the change. PMAA is also working with other concerned industry groups in Washington who also oppose the new interpretation.
