14 | Overdrive April 2017 Logbook President Trump's discussion with trucking industry representatives March 23 was narrow in focus, says a fleet exec- utive who attended, with talk centering almost exclusively on healthcare reform. Eric Fuller, chief executive officer, pres- ident and chairman of Chattanooga, Tennessee-based U.S. Xpress, spoke to Overdrive in an exclusive interview about the meeting. Fuller, who's on the Trucking Alliance board, was one of 10 carrier executives and 12 truck drivers at the meet- ing, which included American Trucking Associations carrier members and several ATA America's Road Team Captains. "The interesting dynamic we picked up on was Trump really gravitated toward the drivers," Fuller said. "He engaged with them more than he engaged with the CEOs. He really want- ed to learn about driving, and he had a lot of questions about life on the road." Outside of the topic of healthcare reform, little else was discussed, Fuller said. The group talked infrastructure funding briefly but avoided hours of service reform and the electronic logging device mandate. The only talk of hours stemmed from Trump's curiosity about how many hours a week truckers can drive, Fuller said. The White House and ATA had said that repealing or reforming the 2010 Afford- able Care Act would be the meeting's focus. Gov. Gary Herbert's signature on SB 276, passed by the state's House and Senate, would make the tax 16.5 percent of the prior year's average rack price for a gallon of fuel. The measure specified a $1.78-per-gallon average fuel price minimum and a $2.43-per-gallon maximum, which would make the tax between 29 and 40 cents per gallon.
