November 2017 | Overdrive | 13 Obamacare enrollment ends Dec. 15 The open enrollment period for the Affordable Care Act, which began Nov. 1 and clos- es Dec. 15, is much shorter this year than in prior years. During this period, individ- uals can renew an existing plan or shop for a new one through the national Health- Care.gov exchange. A series of state-run health insurance exchanges – including those in Califor- nia, Colorado, Connecticut, Massachusetts, Minnesota, New York, Rhode Island, Washington state and D.C. for residents of their areas – have announced extended periods, most through either Jan. 15 or Jan. 31, with some differences. Attempts by Republicans in Congress to do away with ACA's individual-mandate requirement or otherwise reform the current system have failed, so the tax penalty for not carrying insurance remains in effect. An adjustment to the penalty's levels, however, has not been announced for the 2018 tax year. If it remains the same as in 2017, it will be assessed on your return in 2019 and equate to $695 per individual in the household or 2.5 per- cent of income, whichever is higher. With continued shake-ups in the insurance exchanges as insurers change plans or exit the exchanges, options can vary substantially from year to year. Alternatives to the ex- changes for those without a group health-insurance plan remain in pri- vate exchanges, like those operated by the TrueNorth company and NAIT's Truckers Insurance exchange, and self-insured risk pools such as NAIT's AlieraCare product.
