January 2017 | Overdrive | 17 New training standards for entry-level truck operators have been finalized by the U.S. Department of Trans- portation. The rule becomes law Feb. 6, providing a three-year grace period for carriers, trainers and others to prepare for the compli- ance date of Feb. 7, 2020. The rule also establishes a registry of trainers, ap- proved by the Federal Motor Carrier Safety Administra- tion, which entry-level truck- ers must use to receive their training. The rule establishes separate standards for Class A and Class B commercial driver's license trainees, as well as requirements for en- dorsements such as hazmat and passenger. The rule applies only to applicants who have not received their CDL by Feb. 7, 2020. FMCSA nixed the pro- posed rule's requirement that truckers undergo 30 hours of behind-the-wheel training before receiving a CDL. The final rule requires demonstrating driving proficiency, but no minimum number of hours. Likewise, the final rule does not re- quire a minimum amount of classroom time. States' licensing agencies must certify CDL applicants have completed proper training before allowing them to take the skills test required to receive a CDL. Required curricula items for a Class A CDL include basic vehicle operation, vehicle control systems and dashboard instruments, pre- and post-trip inspec- tions, backing and docking, coupling and uncoupling, distracted driving, use of signals and other vehicle communication, emergency situations, roadside inspections, truck maintenance, handling cargo, hours of service, wellness, post-crash proce- dures, trip planning and more. Carriers that offer their own training must go through the same procedures as training schools and other entities.
