Up to now the permitting pro- cess for creating off-stream stor- age has been cumbersome, Frey said, but a recently passed bill intro- duced by Assemblyman Jared Huff- man, D-San Rafael, streamlines the process for small off-stream water storage projects. The bill builds on the existing water rights registra- tion process for small domestic and livestock stock ponds and adds small irrigation uses such as frost protection, so long as the proj- ect uses less than 20 acre-feet of water per year. If vineyards expand at a rapid rate, then coexistence won't be possible, Grantham said. But under the current scenario, he said, "I think there's a really good potential to improve and maintain the qual- ity of the habitat that we have with some changes and improvements in management." CARE CLARIFICATION The news item about the CARE Act in our July/August issue ("Who CAREs?", page 14), should have mentioned the efforts of Washington, D.C.- based WineAmerica in combat- ing the federal legislation. In addition to lobbying members of Congress in house, the orga- nization mobilized its extensive grassroots network in 48 states to contact their Congressional representatives. "When mem- bers heard from the small win- eries in their districts about this legislation and what it would do to their businesses, they either withdrew their support for the bill or didn't support it at all," said WineAmerica communica- tions director Michael Kaiser.
