API: LNG ExPorts suPPort AmErIcA's roLE As AN ENErGy suPErPowEr One issue relative to low natural gas prices is that much of that supply is locked into North America. Once shale gas becomes more global, there is some likelihood that prices will move up to more global levels. However, the sheer amount of supply that can be tapped does provide some likely limits. The American Petroleum Institute supports the expansion of liquefied natural gas exports. As API Director of Upstream and Industry Operations Erik Milito stated in a recent conference call, it will grow the U.S. economy while strength- ening the energy security of America and its allies, including Ukraine. "For the first time in generations, the United States is an energy superpower," said Milito. "And the world — especially Europe and countries like Russia, China, and India — is watching closely to see if American policymakers are ready to harness that power on the international stage. "Now is the time to build our energy infrastructure, expand exports and lock in the economic and geopolitical opportuni- ties that our energy revolution has created. To do that, we need continued support from policymakers in Washington to build LNG export terminals. "Our allies know U.S. exports will undoubtedly have an impact long before the first tanker leaves our shores, and they are eager to diversify their energy supplies with reliable, steady supplies from the United States. "By accelerating exports, we can strengthen the global energy market against future disruptions and send a signal to the world that the United States is ready to lead. Our growth as a major exporter would bring competition into the market and help ease the ties that bind our allies to any single supplier. "The U.S. Department of Energy commissioned a study by NERA, which concluded that LNG exports would yield net economic benefits across all scenar- ios. The study also showed that concerns about domestic natural gas prices were unfounded. "The only thing standing between America and a steady flow of jobs and capital are self-imposed bureaucratic restrictions." 2014 NEFI PubLIc PoLIcy AGENdA The New England Fuel Institute has announced its public policy agenda for 2014. Fuel Oil News presents that agenda. It focuses on a range of issues such as the development and utilization of domestic fuels (fossil and renewable) to the continued fight against commodity speculation. Here are some of the highlights. More details can be found at the NEFI website: www.nefi.com Pro-Consumer Energy — Smart poli- cies can help to bring more secure, stable and affordable energy to all Americans, spur growth, job creation and strengthen security by making our nation less depen- dent on energy from unstable or hostile countries. NEFI supports policies that: • Remove barriers to American energy production. This includes policies that promote the safe and environmentally secure production of traditional energy sources such as crude oil. NEFI also sup- ports the inclusion of biodiesel in the Renewable Fuels Standard and keep- ing volumetric requirements on parity with current production levels. NEFI also strongly supports preservation of the $1 per gallon tax credit for biodiesel blenders. • Invest in energy infrastructure and transportation. • Promote energy efficiency and con- servation. Market Fairness & Competition — From the futures market to the retail market, our members deserve the oppor- tunity to compete on an equal playing field. Government policies must avoid providing a direct or indirect competitive advantage to other industries. Therefore, we urge policymakers to: • Embrace a "fuel neutral" approach to energy policy. Policymakers at all levels of government should embrace an "all of the above" — not an "eggs in one bas- ket" — approach to energy policy. Elected officials and bureaucrats should not be telling their constituents which fuel is best for them based on a perception (albeit inaccurate) that one fuel is more environ- mentally secure than another or that it will maintain an indefinite price advantage. • Acknowledge the risks of increased reliance on natural gas. Natural gas is 90% methane, a highly explosive and environ- mentally dubious element (methane is 86 times more potent a greenhouse gas than carbon dioxide over 20 years). Much of the existing gas infrastructure is aging or obsolete. • Limit financial speculation in the energy markets.
