API: 2014 RFS RequIRementS ARe OFFIcIAlly the mOSt DelAyeD In hIStORy OF PROgRAm On Aug. 6 API marked the one year anniversary of EPA finalizing the 2013 Renewable Fuel Standard requirements, which were more than eight months late, and called on the administration to finalize the 2014 requirements as soon as possible. "EPA still hasn't finalized the RFS requirements for this year, leaving com- panies to guess how much ethanol they must blend into gasoline," said API Senior Policy Advisor Patrick Kelly. "This unreasonable delay could harm consumers by driving up compliance costs and making it harder to produce the fuels Americans need." The administration hasn't released the requirements on time since 2011, accord- ing to Kelly. In 2012, the rule was one month late. In 2013, it was eight months late. And this year, the final rule is on track to be nine or more months late. "This is the longest, most unreasonable delay in a history of long, unreasonable delays when it comes to implementing the RFS under this administration," Kelly said. "We urge the EPA to finalize the 2014 rule now and start the process of finalizing the 2015 rule to meet the Nov. 30 deadline, as required by law." DePARtment OF eneRgy AnnOunceS StePS tO helP mODeRnIze nAtuRAl gAS InFRAStRuctuRe Building on the President's Climate Action Plan, on July 29 the White House and the Department of Energy hosted the fifth in a series of meetings on reduc- ing methane emissions from natural gas systems. Following the meeting, Secretary of Energy Ernest Moniz announced sev- eral new initiatives as DOE's part of the larger Administration Strategy to Reduce Methane Emissions. Methane is both a potent greenhouse gas and a valuable energy resource. To address methane leakage from natural gas systems, DOE announced steps to help modernize the nation's natural gas transmission and distribution systems. As part of the overall administration's methane strategy, the energy department's Initiative to Help Modernize Natural Gas Transmission and Distribution Infrastructure includes: • Efficiency standards for natural gas compressors—The energy department will begin the process of establishing energy efficiency standards for new nat- ural gas compressor units, which are currently estimated to consume more than 7% of natural gas in the United States. Improved efficiency will help provide energy savings for consumers and reduce greenhouse gas emissions. • Advanced natural gas system manu- facturing—In collaboration with industry, the department will evaluate and establish a high-impact manufacturing research and development initiative to improve natural gas system efficiency and leak reduction. • Incentives for modernizing natural gas infrastructure—Following discussion with Federal Energy Regulatory Commission Chair Cheryl LaFleur, secretary Moniz has recommended that FERC look at ways to provide greater certainty for cost recovery for new investment in modernization of natural gas transmission infrastructure. • Encouraging state leadership for effi- cient distribution—The energy depart- ment will join the National Association of State Regulatory Utility Commissioners in a technical partnership to accelerate investments for infrastructure modern- ization and repairs to natural gas distri- bution networks, with DOE providing grant funding and technical assistance to help inform decision-marking by state utility commissioners. The methane roundtables brought together representatives from industry, labor, academia, environmental and non- governmental organizations and manu- facturing, as well as states and localities.
